PPA provides invaluable services and represents the independent marketer’s interest in Pennsylvania locally and nationally by providing the following.

State and Federal Legislative Activities

The government, at the federal, state, and even the local level, plays a major role in every marketer’s business. The petroleum industry is among the most regulated of all industries. Clearly, there is a need for strong marketer representation among the multitude of legislative and regulatory bodies which govern our industry. PPA provides its members with a continuous flow of information on current regulations and legislation which affect their businesses. All Active members of PPA are automatically members of the Energy Marketers of America (EMA). EMA is a federation of 47 state and regional trade associations representing energy marketers throughout the United States. Energy marketers represent a vital link in the motor and heating fuels distribution chain. EMA members supply 80 percent of all finished motor and heating fuel products sold nationwide including renewable hydrocarbon biofuels, gasoline, diesel fuel, biofuels, heating fuel, jet fuel, kerosene, racing fuel, and lubricating oils. Moreover, energy marketers represented by EMA own and operate approximately 60,000 retail motor fuel stations nationwide and supply heating fuel to more than 5 million homes and businesses. Direct Contact Service

Members have direct contact with PPA staff who answer questions and help with problems that arise in the day-to-day operation of their businesses. Location of the Association office near Harrisburg provides each member with a direct liaison to state regulatory bodies and immediate answers to their questions.

Education Programs

A state-of-the-art training facility offering hands-on HVAC training—along with a comprehensive education schedule—allows members of PPA to choose, for themselves and their employees, a variety of programs ranging from new technician and HAZMAT training to seminars on management, legal issues, accounting, taxes, estate planning, etc. View our upcoming education schedule.

Published every Monday morning, the PPA Express update keeps members informed and up-to-date on timely topics both in Pennsylvania and Washington.

Membership Directory

Published annually, the PPA Membership Directory is an invaluable tool to those involved in Pennsylvania’s petroleum industry. An integrated listing of Active and Associate members; a Buyers’ Guide of suppliers, equipment manufacturers, and local petroleum organizations; as well as a legislative section is at every member’s fingertips.

Insurance Programs

Programs for employee life insurance and both short- and long-term disability are provided by American Fidelity Assurance Company. Section 125 Cafeteria Plans are a pre-tax-dollar benefit program for members and their employees, which may include medical expense and dependent care reimbursement, as well as qualified insurance products.

Federated Mutual Insurance Company provides specialized property, liability and health insurance coverages designed specifically for the petroleum industry.


PPA holds an annual Summer Leadership Conference, Motor Fuels & Convenience Store Conference in the western part of the state, and a Fall Energy Conference and Annual Meeting in the eastern part of the state. In addition to the regular business meetings, these conferences feature an excellent array of seminars designed to help marketers become even more efficient and better able to take advantage of new profit opportunities. Committee Involvement

Active members are invited and urged to assist the Association and the industry by serving on one or more committees. Service on these committees provides members with numerous opportunities to take an active part in shaping the policies and programs of the Association and the petroleum industry. Active Member Application

Retail C-Store Operator Application

Refiner/Wholesale Supplier Application

Active Members are independent branded and non-branded petroleum marketers who sell gasoline, heating oil, diesel fuel, kerosene, propane, and other petroleum products at both the wholesale and retail levels, including convenience stores.

Retail C-Store Operator Members: This new category is specifically designed to meet the needs of the small retail operator. You must own and operate at least one (1) and no more than four (4) retail convenience stores to be eligible for membership in this category.

Associate Members are firms that supply Active Members with petroleum products and other related services and products.

Associate Members: Refiner/Wholesale Suppliers are petroleum marketers who supply independent branded and non-branded petroleum marketers who sell gasoline, heating oil, diesel fuel, kerosene, propane, and other petroleum products.
